Taiwan suspended about 500,000 tonnes of spot liquefied natural gas purchases from Papua New Guinea every six months, removing approximately $800 million of demand. The decision followed Port Moresby’s order to close Taipei’s representative office.
The action is deliberately limited. Taiwan will continue importing 1.2 million tonnes of PNG LNG per year under a long-term agreement running through 2030, preserving baseload supply while withdrawing flexible spot demand.
That distinction protects Taiwan’s energy security. The island imports about 95% of its energy, and natural gas produces nearly half its electricity after the retirement of its final nuclear reactor. Long-term contracts secure volumes; spot cargoes cover demand swings.
Papua New Guinea also has substantial exposure. LNG provides about half of its export earnings, and Taiwan buys roughly one-third of its LNG exports, although PNG represents only about 8% of Taiwan’s total LNG imports.
The dispute began after Papua New Guinea moved to close Taiwan’s trade office in accordance with its One China policy. Taiwan is also reviewing development assistance and other economic cooperation, turning a diplomatic decision into a broader commercial relationship test.
The spot reduction arrives in a tight Asian gas market shaped by the Iran conflict and risks around the Strait of Hormuz. PNG producers may redirect the uncommitted cargoes to other Asian buyers, which would limit the effect on physical export volumes.
The $800 million figure therefore measures removed Taiwanese demand, not necessarily lost PNG revenue. The financial outcome will depend on replacement buyers, cargo timing and prevailing spot prices. The intact long-term contract cushions both sides from a sudden supply rupture.
The next stage is commercial execution: PNG sellers must place the displaced spot volumes, and Taiwan must cover seasonal flexibility elsewhere without raising procurement risk. Any expansion from spot purchases into contracted cargoes would materially change the energy-security calculation.
